I managed to die with the Letter to Marwin (for the last Postman quest mission)
Isn't there suppose to be a NPC that sells it?
Would be the worst pain in the ass if there is no way to get it again........

Unfortunately, that is the only way to get it.
There is no such an NPC, it came in way way later than 7.4.
