Always shield/weapon with higher def is used. If you would use demon shield in 1 and dwarven shield in the other, demon will be "used"
I know it's an old topic, but let me correct: when two shields are wielded, it is always the left one that is used (from the player's perspective, the one further from the right edge of the screen), regardless of their def value.
In case of a weapon + a shield, it is always the shield, as said above.
